Takashi received his bachelor degree from Waseda University, followed by graduating from the Masters program (LLM) from the same university.  He became a research associate at the School of Law, Waseda University, where he finished his doctoral program.  He was lecturer of law, and later associate professor of law at Waseda University.  He pursued law abroad in France as a visiting researcher at the University of Aix-Marseille III.  He became a professor at Waseda University, School of Law in 2002, qualified as a lawyer in 2007 and appointed as Senior Dean of the Faculty and Dean of the School of Law, Waseda University.

Currently he still holds his position as Professor of Law, Waseda Univeristy, Doctor of Law (LLD) and is also the director of the Institute of Maritime Law (Waseda University Comprehensive Research Organization).  He is also a visiting professor of Law at both Dalian Maritime University and Shanghai Maritime University (China).  He works as a lawyer specializing in commercial law, maritime law, international trade law, and also French law

At present he is a president of l’Association japonaise de Droit Notarial. He is also a director of the Maritime Law Association, the Air Law Institute of Japan, the Japan National Notaries Association and Japanese National Association of CMI, an arbitrator of maritime arbitration commission at Japan Shipping Exchange, Inc. and a board member of Dalian International Arbitration Court. He participated the discussion on revision of Commercial Code (Maritime law and transportation law) as a secretary of the Legislative Council of the Ministry of Justice.
